I made Holland my capital so that I start in the HRE. It's pointless to have a 6 6 6 heir too as probably won't live that long to profit from him considering the points it costs at the start. The 15 year old heir can be killed off in battle. I start out with a 6 6 6 ruler that's 20 years old.
